The spell list is indeed meant to be a "complete list of spells".
It is not just for player characters.
The spell list is meant for "Games Masters" to also write up their own campaigns and stories, and to allow them a fun and varied list of nasty suprises for their players :)
Just some market research on those who have played through the Wrong Way Go Back series up to the end of Episode 4:
How many bonuses to your initial SKILL, STAMINA and LUCK stats have you been able to find over the 4 episodes? What level are you up to now? Also, what weapons training and levels does your character have?
As you may be aware, there are bonuses in every episode, and will continue to be. But I am also increasingly introducing penalties, and would like to know where people at at so that it is balanced

Hello Ulysses Ai. Congratulations with the Diamond Key, an excellent script. But there was on thing that I'm not clear on. It's actual location. It starts in Granborin 'The Sun's Anvil', I'm not sure where that is on Titan. Targaren is the starting city. Then a city called Red reiver. But I just haven't been able to find these on any of the maps. Please could you give us a rough indication on the location of this adventure?
I did originally intend to locate the adventure in Titan, but in the end didn't look up place names, instead I just made the name up. That said, there is a reference to Fang in the adventure which I should have removed. So the answer to your question is that it isn't on Titan at all, or is on some undiscovered continent.
YAY! I finally finished Bad Moon Risisng! Very well-written, and good characterication of the main character. I just wish it wasn't so short. Oh, well.
I've been working hard on my new book, which doesn't paralell Forest Of Doom in any way or have any connection to previous FF books. In fact, it's not very combat-driven at all--it's more puzzle-solving.
I think a book with puzzles will be very well-received. And lack of combat is not a bad thing. Although combat is an integral part of FF, I find it a bit boring.
I think too much combat can be boring, which is why I often tried to bring in new rules to many of my fights, and this keeps things interesting (I hope).

It has been a pleasure to play "The mysterious case of Bodies in the Docks" by Simon Osborne. I made it another PDF though, as my Linux is a bit burdened with DOC format on occasion. Very good classic Cthulhu flair!!!

In Contractual Obligation, on the top floor, on the southern edge of the peak, I used the Stealth device a couple of times to sneak into the room and found a console with two card slots. I tried using my red security card and the game gave me a blank screen with nothing but the Adventure Sheet.

I have played throught the adventure without any problem, and so the error you are experiencing tells me that you have missed something. Therefore, it should be possible to play on in the meantime before the bug is fixed.
This is generally true. I always play through the gamebooks myself before they go live, so at that stage any bugs are likely to lie off the critical path.
